This idea might make more sense between a motor box and hull side or if you had 3 hatches that spanned the whole deck because its a lot of tapering up if you have to do 4 sides of a hatch. on the other hand, lots of boats have a rubber mat with 3/4" step up sitting out and you learn not to trip.. 
how to build aluminum boat hatches The 4 hatches i had remade, took about 2 hrs to sheer and bend and .5 to setup machine, 2 were 84" x13" about and 2- 30" x 13", sheering and bending was about 150.00 for all 4. i supplied materials. that single hatch i posted could be sheered and bent via accu sheer/brake in less than 20 minutes i recon.. These sturdy aluminium hatches are white powder-coated and designed to mount flush into the deck. they are strong enough to be walked over and stood on. the lid are removable for easy access. watertight commercial-grade hatch features a low profile with a nonskid surface. locking t-handles ensure a secure close.
